Procurement & Tendering - Lesson 01

Good day for everybody,

Having APC interviews on April 2014, we decided to refresh our candidates knowledge on several key areas on APC process outline.

From today, we will start to study Procurement and Tendering in this spot.

Today we will study about the basics of procurement, i.e. why? And How?  

What is Procurement?

In the construction industry procurement is a process that includes:

1.       Determining the objectives of the project – Traditionally, Cost, Quality and Time

2.       Setting the contractual frame work – working arrangement to meet above objectives

3.       Setting the selection and tender process – to obtain best price and value for money

4.       Inviting tenders

5.       Awarding

How you determine your project objectives?

Determining project objectives depend on your requirements. Project requirements are different project to project. For example, you are planning to build a 5 star hotel. What is your prime objective?

A 5 star hotel, of course, you require 5 star quality! To maintain this quality, will you allow others to decide on the quality? Definitely not! Then what you will do? Can you design? May be or maybe not, but if not, you can appoint a designer!

Hence, you will prefer traditional path (design by Employer) if you are ok with funds and time! What are the disadvantages of traditional path? Time? Cost?

Even if you appoint a designer, if project is complicated, can you manage?
